PRODUCTION GUIDE · REVIEWED SEPTEMBER 2026

Plan your UAE shoot with permissions in mind.

Build permit checks into your production schedule. A location booking and an official filming permission serve different purposes.

Start with the relevant authority

Requirements depend on the emirate, production, location and activities. In Dubai, the Dubai Film and TV Commission states that it is the authority responsible for issuing filming permits and coordinating relevant location approvals. Review DFTC's official information before scheduling your shoot.

A private location still needs a permissions check

DFTC's permit terms cover government locations, private locations and free zones within Dubai. The owner agreeing to your shoot does not by itself establish that your permit requirements are complete. Read the official filming permit terms and confirm the current process with the authority or your licensed production partner.

Prepare a clear production brief

The National Media Authority's ground-filming service asks applicants to identify the filming purpose. Prepare your project type, proposed locations and dates, crew and equipment details, and any special activities so the relevant authority can assess the correct process. See the official ground-filming service.

Flag special activities early

Tell your production partner about aerial filming, road use, marine activity, stunts, pyrotechnics, animals or other unusual requirements. Ask the appropriate authority which additional permissions are needed for the specific plan; do not infer approval from the location's availability.

Keep the shoot aligned with the approval

Before arrival, check the approved locations, dates, hours and scope against the call sheet. Reconfirm changes through the required process. Keep the issued documents available to the people responsible for the production.

A practical planning note

This guide is general planning information, not a permit, legal opinion or promise of approval. Requirements and official charges can change. Confirm current requirements directly with the relevant authority before committing to a production schedule.
